摘要:
目的:了解我国放射从业人员在各地区、各省分布的公平性,为我国各省市卫生和计划生育委员会制定科学合理的卫生人才配置标准提供依据。方法:对我国放射从业人员现状进行调查,利用基尼系数从人口和地理两个角度对放射从业人员的公平性和配置现状的科学性进行分析评价,利用泰尔指数衡量地区间、地区内公平性,分析影响因素。结果:我国放射从业人员按人口分布的基尼系数均在0.3以下,配置处于公平状态; 按照地理分布的基尼系数,放射医师、放射技师和护理人员配置均超过0.4,处于警戒状态。放射医师、放射技师、护理人员的泰尔指数分别为0.193 6、0.209 5、0.227 0。我国放射从业人员配置公平性总体相对较好。结论:我国放射从业人员按人口配置的人力资源公平性优于按地理配置的公平性,东、中、西部地区放射从业人员配置公平性受其地区人口、经济等状态影响。
Abstract:
Aim: To investigate the status of human resources and the fairness of allocation for radiation practitioners in China, and to provide foundation of scientific and reasonable talent allocation standard for the Health and Family Planning Commission.Methods: Prevalence survey was implemented to study the radiation related personnel disposition. Gini coefficient was used to explore the fairness and scientificalness of radiation practitioner allocation in the aspects of demography and geography. The fairness within or between different regions and provinces was assessed by Theil coefficient, and the factors which influenced the human resource allocation were also analyzed.Results: The Gini coefficients of radiation practitioners by demography were all not higher than 0.30, and the allocation was fair. According to the Gini coefficients by geography, the Gini coefficients were all higher than 0.40 for radiation practitioners, including radiologists, technicians and nurses,and the allocation was in a state of alert. The Theil index was 0.193 6, 0.209 5, and 0.227 0 for radiologists, technicians and nurses, respectively. The overall allocation of radiation practitioners was in a state of fairness.Conclusion: The fairness of human resource allocation for radiation practitioners allocated by demography is better than allocated by geography in China. The fairness of human resource allocations of radiation practitioners is influenced by population and economic status of the east,central,and west regions.
